- PublicationA socio-economic sustainability indicator for the Basque tropical tuna purse-seine fleet with a FAD fishing strategy(Universitat Politècnica de València, 2014-01-08) Murillas-Maza, Arantza; Moreno, Gala; Murua, Jefferson; European Commission; Gobierno Vasco/Eusko Jaurlaritza[EN] This article applies the Rapfish methodology, a non-parametric and multi-disciplinary technique, with the objective of defining and evaluating a Sustainability Index of the Basque purse-seine fleet, fishing tropical tuna in the Indian and Atlantic Oceans. The estimated Sustainability Index for the fleet fishing in the Indian Ocean is above a critical sustainability threshold and improves between 1998 and 2009. The opposite occurs for the fleet in the Atlantic Ocean. The influence of the growing use of Fish Aggregating Devices on the behaviour of fishers in the Indian Ocean is also analysed.
- PublicationAdapting agriculture to climate change(Universitat Politècnica de València, 2011-12-31) Iglesias, Ana; Quiroga, Sonia; Diz, Agustín; Garrote, Luis; European Commission[EN] We evaluate the potential impacts and measure the potential limits of adaptation of agri culture to climate change. Pressures on land and water resources are expected to intensify existing risks in low latitude areas – e.g., South-East Asia deltas – and in regions with current water scarcity – e.g. Mediterranean, and create new opportunities in some northern temperate areas – e.g., Northern Russia, Northern Europe. The need to respond to these risks and opportunities is addressed by evaluating the costs and benefits of a number of technical and policy actions. The discussion aims to assist stakeholders facing the adaptation challenge and develop measures to reduce the vulnerability of the sector to climate change.
- PublicationBurned forest area or dead trees? A discrete choice experiment for Catalan citizens(Universitat Politècnica de València, 2012-11-26) Farreras, Verónica; Mavsar, Robert; European Commission[EN] This paper estimates the social-welfare change due to the application of additional fire prevention measures on Mediterranean forests. The discrete choice experiment is applied to elicit the social preferences regarding fire prevention measures in terms of their impact on fire behaviour –fire propagation and intensity- and to estimate the value of these measures for the society. The results of the study show that additional fire prevention measures increase the welfare of the Catalan population and that fire propagation is the descriptor of fire behaviour that most concerns the population. This information may be used by policy makers and environmental managers to design their programmes and activities.
- PublicationEconomic structure of fishing activity: an analysis of mackerel fishery management in the Basque Country(Universitat Politècnica de València, 2016-06-17) García-Enríquez, Javier; Murillas-Maza, Arantza; Arteche, Josu; European Commission; Gobierno Vasco/Eusko Jaurlaritza; Ministerio de Economía y Competitividad[EN] This paper analyses the activity of the Basque fleet during the mackerel fishing season and presents an economic analysis of the equilibrium of this fishery. It seeks to determine whether its economic structure represents an internal factor explaining the fishermen’s behaviour. The inverse demand function and the average cost function are therefore estimated. Moreover, the analysis conducted here also takes into account the institutional dimension by factoring in current fishery regulation measures. Conclusions are drawn as to whether the incentives provided by the management measures and the strategy of fishermen are optimal on the basis of the estimated economic functions.

A yearly analysis makes it possible to study trade changes after the Association Agreement between European Union and Southern Mediterranean Countries. For assessment of the Association Agreements, groups of countries with different treatment granted by the EU can separately considered. For these purposes, a gravity model approach could be of help, in particular for differentiated products such as fruits and vegetables.
- PublicationImpacts and adaptive capacity as drivers for prioritising agricultural adaptation to climate change in Europe(2011-10-31) Schlickenrieder, Jeremy; Quiroga, Sonia; Diz, Agustín; Iglesias, Ana; European Commission[EN] In the face of likely climate change impacts policy makers at different spatial scales need access to assessment tools that enable informed policy instruments to be designed. Recent scientific advances have facilitated the development of improved climate projections, but it remains to be seen whether these are translated into effective adaptation strategies. This paper uses existing databases on climate impacts on European agriculture and combines them with an assessment of adaptive capacity to develop an interdisciplinary approach for prioritising policies. It proposes a method for identifying relevant policies for different EU countries that are representative of various agroclimatic zones. Our analysis presents a framework for integrating current knowledge of future climate impacts with an understanding of the underlying socio-economic, agricultural and environmental traits that determine a region’s capacity for adapting to climate change.
- PublicationImplementation of traceability and its relationship with traceability: Theoretical framework and strategic challenges. An empirical application for fish sector(Universitat Politècnica de València, 2015-06-26) Calvo Dopico, Domingo; Universidade da Coruña; Consejo Superior de Investigaciones Científicas; European Commission[EN] The aim of this paper is to propose a conceptual framework that allows implementing a traceability system in fish sector and getting the maximum benefits. The conceptual framework proposed is based on the creation of networks between actors along the value chain. The creation of these networks would not only facilitate value chains with high levels of security but also would inform the consumer about the relevant intrinsic properties that provide the product quality (e.g origin). Regarding the signaling of traceability, clear, credible and easy to use informative signals need to be implemented. Finally, it is neces-sary to improve the process of authentication or verification of intrinsic properties at critical points of the value chain
- PublicationMeasuring environmental damage compensation under the Environmental Liability Directive: Lessons learned from the Aznalcóllar-Doñana case(Universitat Politècnica de València, 2010-01-01) Martín-Ortega, Julia; Brouwer, Roy; Aiking, Harry; European Commission[EN] The Aznalcóllar mine tailings spill near the Doñana Park (Spain), taking place in 1998, is analyzed in the context of the Environmental Liability Directive (ELD). The ELD imposes liability on operators of risky activities for environmental damage, including the compensation for interim losses. The aim of this study is to analyze the role of economic valuation in the measurement of the compensation in the context of the ELD and derive some lessons for future applications. The results show that the measures carried out after the accident (Green Corridor) did not compensate for the damage at Doñana. This study points out the need of a deeper analysis of non-use values, the control of protest answers and the set up of valuation scenarios specific to the interim losses.
- PublicationPastoral migrations and generational renewal in the Mediterranean(Universitat Politècnica de València, 2020-12-22) Nori, Michele; López-i-Gelats, Feliu; European Commission[EN] Important changes that have reconfigured the rural world in recent decades include the abandonment of inner and remote territories, and the growth of the immigrant workforce. Pastoralism provides an intriguing perspective on these processes, as it embodies the contradictions of an agricultural practice increasingly appreciated but decreasingly practiced. This work questions the contribution immigrant shepherds are making to the generational renewal of pastoralism in the Euro-Mediterranean context. The results point that their relevance in terms of generational renewal are limited, and mostly context specific.
- PublicationProjections of economic impacts of climate change in agriculture in Europe(Universitat Politècnica de València, 2011-10-14) Quiroga, Sonia; Iglesias, Ana; European Commission[EN] This study provides monetary estimates of the impacts of climate change in European agriculture. Future scenarios are derived from several socio-economic scenarios and experiments conducted using global climate models and regional climate models. The economic valuation is conducted by using GTAP general equilibrium model across simulations based on crop productivity changes that consider no restrictions in the volume of water available for irrigation in current irrigated areas or in the application of nitrogen fertilizer. Thus the results should be considered optimistic from the production point and pessimistic from the environmental point of view. Regional differences between northern and southern European countries are found and the monetary estimates show that uncertainty derived from socio-economic scenarios has a larger effect than uncertainty derived from climate scenarios.

In doing so, we account for two methodological is-sues which are not usually considered in the empirical literature. On the one hand, we allow for differenttechnologies within the sample. On the other hand, we estimate ex ante cost functions, which use ‘plan-ned output’instead of the traditional ex postapproach which uses the ‘observed output’. Our results showa positive relation between intensification and efficiency.
- PublicationValoración de la oferta de bienes públicos por parte de los sistemas agrarios: el caso del olivar de montaña en Andalucía(Universitat Politècnica de València, 2017-06-21) Villanueva, Anastasio J.; Gómez-Limón, José A.; Rodríguez-Entrena, Macario; European Commission[EN] We carried out an economic valuation of public goods (PGs) provided by Andalusian mountainous olive groves using choice experiments. The results show varying farmers’ behaviour depending on the level of stringency of the requirements included in agri-environmental schemes, with willingness to accept (WTA) lower than € 80/ha for less stringent scenarios (such as those associated with integrate production) and WTA higher than € 300/ha for the most stringent scenario (designed to maximise the provision of environmental PGs). The study also indicates that the inclusion of a results-based bonus has a low relevance
